General ICS

The response to any event starts with the first person on scene. The process is called Incident Response System (ICS) and is used by first responders across the United States. Part of CERT training is setting up and operating under ICS. The actual staffing and positions filled depends upon the scope of the incident.

CERT ICS

CERT ICS is usually much simpler and fits into the overall ICS overseen by the government agency in charge.
